Although Rounkles understands the decision to not allow him to clean out the reservoir himself, he still feels permitting the trash to run down the river and build up along the back yards and decks of homes and businesses is not right. "I'd love to take all this trash down to the houses of those people who make these decisions and dump it on their yard, because that what it's like for us," Rounkles said. Instead of those drastic measures, however, Rounkels and other concerned citizens team up every spring and fall to pick up and get rid of all the garbage on the river banks. While this is an inconvenience, Rounkels said it is necessary if they want the area along the river to stay clean. The cost of implementing a program to reduce the amount of trash that gets into the river is a deterrent for Pineview, Grimley said. Since the majority of residents who would have to pay for the cleanup projects do not live along the river and would not reap the benefits, Pineview management cannot justify it, he said.
