"It was a dead done issue when the Slaters walked in," Bischoff said. "The city was founded by people who want to control growth and development, and there's a large segment who want no growth at all if they can stop it," Bischoff said. Bischoff said that to have a general plan review before 2006 would require a "compelling reason - such as an earthquake or unexpected catastrophe." "Those are the kind of circumstances the Slaters were up against," Bischoff said. "The fact that they wanted to rezone their land as commercial was not a compelling reason." This June Marriott-Slaterville's general plan will receive an award of merit from Envision Utah as an example of good community planning. But Bischoff said the plan is flawed. "The areas currently zoned for manufacturing and commercial are not being developed," Bischoff said. "And I know of no one who wants to build a home along 1900 West." The Slaters say their options still look bleak; the land is currently under contract to the New Day Christian Church, whose funding could take years to materialize. Bischoff, who served five years on the planning commission and then chose to step down, said people don't realize how much power the planning board has over personal property. "We had very few people show up during the general plan process but a lot of people lost a lot of their rights," Bischoff said. "We'd have a public outcry if the issue was guns." 38 |
