UDOT will handle the project, paying ail costs up to $150,000. The city will pay only the cost for city engineering, advertising, and grant administration. The Front Runner transportation system stared operation between Salt Lake City and Ogden on April 26, 2009, and anyone could ride it during the first three days at no cost. Expenses related to roads which are going to be maintained and chipped sealed were discussed early in the year. President Dennis Ilium believes that 1200 West needs an overlay before chip sealing. Councilman Delbert Hodson agreed, saying that 1200 West near Marriott Park needs repair. Staff advised that this part of 1200 West would be torn up soon to install a new storm drain line, and that repair can be made when that project is completed. It was to be chip sealed from IRS (1200 South) to Wahlquist Jr. High School (city border). The road needed to settle after the storm drain installation, and then the remainder be repaired. Other summer road projects expected to commence included chip seal roads in Spencer Farms and Mill Creek Meadows, and skin patch and chip seal along 2050 West from Les Syme's property on 700 South to 2250 West (Shay Holley property), as well as spot skin patch and full chip seal 1200 West from the IRS Annex to Wahlquist Junior High School. The Pioneer Post for July listed the many projects planned. As road construction may result in rock chips in yards and shoulders, as well as cracked windshields, residents were reminded to drive carefully in these areas. Then we were told that road construction on all levels face another problem-difficulty of obtaining asphalt as well as chip seal oil. As gas prices soared, such materials simply were not available. At the July council meeting, Mayor Butler announced that, unfortunately, the chip seal projects would not be done, due to the oil shortage. The county did not receive its oil order and projects all over the county are cancelled. The skin patch along 2050 West had been completed. UDOT will complete the reconstruction of 400 North between I-15 and S.R. 126 at their expense. The road will be closed two days for the reconstruction. Resolution 2008-K to adopt an interlocal agreement with Harrisville City for street sweeper services, was adopted in July. The city will pay Harrisville City $70.00 per hour for such service, which can by terminated by either party upon thirty days written notice. UDOT hosted a Davis Weber East-West Transportation Study Open House on February 21, 2008. It was held at the Union Station in Ogden from 4:30 to 7:00 p.m. Citizens were invited to attend and give their input on the study. Another open house was held by the same group on June 11 (Davis County) and June 12 (Weber County). Residents' input was encouraged, and current planning ideas were available. The Weber County Open House was held from 4:30 to 7:00 p.m. at the Theater Annex, Union Station, 2501 Wail Avenue, in Ogden. Cement trucks have been using 400 North going to the new Hershey plant on BDO, beginning at 3:00 a.m. each morning. Mayor Butler contacted Blake Wahlen of BDO about it, and he, in turn, called Parsons, who agreed not to run cement/asphalt trucks on 400 North. Gravel trucks continued on that street. Traffic surveys are being completed and the city will talk to BDO and Ogden City about this matter. President Dennis Ilium suggested posting the truck route in accordance with our existing ordinance. A road dedication by Advanced Paving was approved by the council in September 2008. This dedication allows the city to take over the road which was put in by Advanced Paving, enabling the city to collect a small amount of road funds. Drivers passing under the I-15 bridge on 12th Street can see metal art, designed by Ted Wadsworth as a way for the Ralph Wadsworth Construction Company to add a touch of the community to the construction work.
