Ogden Standard Examiner OGDEN, UTAH WEDNESDAY EVENING, DECEMBER 9, 1953 The Presidents Mighty Program The essence of President Eisenhowers atomic energy plan is that each of the nations possessing material out of which atomic energy can be made shall contribute some of this material to a central agency. Then the scientists and engineers of all nations will be invited to use this material in developing ways by which atomic energy will contribute to mankinds enlarged production. In the words of the President the scientists would find the way by which the miraculous inventiveness of man shall not be dedicated to his death, but consecrated to his life. The Presidents great achievement is that the entire world is now talking about a form of alliance under which nations will cooperate for the construction of atomic energy power plants, instead of military bases, and the mobilization of scientists, engineers and technicians for construction instead of armed forces for destruction. No one doubts that world scientists, if turned loose on abundant supplies of atomic material, would soon transform it into uses for the services of mankind, including the millions impoverished through lack of cheap power. Surely the world will note that the Eisenhower plan leans over backward to invite the Soviet Unions participation. The Russians once rejected a plan to control atomic armament, because the plan called for inspection of atomic stock piles. The Eisenhower plan contains no inspection rule. No one is to investigate whether the nations are contributing atomic material in line with their ability to do so. This will be viewed by some as an act of appeasement, but no matter. It displays United States willingness to go all out to reduce the awful danger that if an atomic war breaks out the victor as well as the vanquished will be destroyed, indeed the entire worlds civilization. The more atomic material contributed to the new agency for peace the less will remain for bombs. The Presidents solemn statement of purpose deserves to be impressed on all minds: My country wants to be constructive, not destructive. It wants agreements, not wars, among nations. It wants itself to live in freedom and in the confidence that the people of every other nation enjoy equally the right of choosing their own way of life.
