Rear Parkers Beware, City Police Warn Police warned yesterday they will issue citations to rear parkers in the downtown district during the remainder of the Christmas shopping rush. The rear parker drivers who stop their car behind parked vehicles is causing the bottleneck and congestion that holds traffic to snails pace through the shopping blocks, police said. And coaxing by foot patrolmen and over loud speaking systems on prowl cars hasnt been very effective, said Traffic Sgt. L. G. Bennett. Issue Citation So, to keep traffic on the move, police will start tomorrow to issue citations to any driver who stops his car behind a parked vehicle, the officer said. Most double parkers are waiting for a car to back out to get a parking place, or to pick up a shopping member of his family. But neither of these excuses will suffice if an officer swoops down on such a double parker from now on. Police reminded shoppers of the two hour parking restriction on the free lot behind Municipal Building, where more stalls are open than before the restriction became effective, and of the several private parking lots in the immediate downtown area. There usually are open stalls at these locations, police said.
