Show Clark Ignores Some Advice WASHINGTON Chief Justice Earl Warren made Supreme Court history in the speedy manner he established harmonious relations with the other eight members of the august tribunal, but that didnt keep him from talking bluntly to one of them. Mr. Allen It occurred when Justice Tom Clark asked Warrens advice on a touchy personal problem, and he gave it without mincing words. Clark hasnt followed the counsel, and its doubtful hell ever ask for more. Clark has been under fire backstage for several months on his refusal to appear before congressional investigators who want to question him about the Harry Dexter White case. He flatly rejected the subpena of the House Un American Activities Committee, on the ground a federal judge is not subject to congressional authority. His Second Balk That was the second time this year the Texan balked submitting to congressional grilling. Previously he had rebuffed an invitation of the House Judiciary Subcommittee investigating the Justice Department. The probers wanted to question Clark about the long unexplained Kansas City vote fraud case and other curious matters that transpired while he was attorney general. He knew that most of the other Supreme Court justices favored his testifying, but Clark was unmoved by this viewpoint. Recently there have been reports on Capitol Hill that Republicans are planning another effort to hail the Texan before an investigating committee at the coming session. Whether these hints induced Clark to seek Warrens advice is not known. It is known that Clark talked to the late Chief Justice Fred Vinson about the invitation of the House Judiciary Subcommittee, and the Kentuckian told him to disregard it. Sorely Disappointed Clark was sorely disappointed if he expected to get the same kind of counsel from Warren. As I see it, the Californian replied instantly, looking Clark squarely in the eye, there is only one thing for you to do in a matter of this kind. You should go before the committee and face up to the questioning like a man. You owe that to yourself, personally and professionally. Clark expressed his thanks, and thats the last he has done about the matter. The Texan also got the same advice from Justice Felix Frankfurter, the other member of the bench whose views were sought. The Social Whirl The White Houses last two state dinners, both for the diplomatic corps because its now so large the numerous foreign envoys cant be taken care of at one party, were especially interesting because they reaffirmed an old social precedent. Its that there is no acting First Lady when the Presidents wife is ill or unable to attend an official function for some other reason. Mrs. Eisenhower was absent from both diplomatic dinners because of a bronchial cold, so the President did all the hosting on each occasion. . . . Mrs. Gifford Pinchot, wife of the late governor of Pennsylvania, is well up in the 70s, but her hair is still a bright orange tint and she is to be seen at most big social shindigs. Mrs. Pinchot was a great favorite of the Roosevelt and Truman administrations, and her popularity appears to be undiminished in the Eisenhower regime. |
