The contest is sponsored by the Utah Civic Boys Association annually and started five years ago. According to Ray Ulibarri, advisor to the association and director of the contest, this year is the first time senior winners have been selected from outside Salt Lake County. Junior high and high school boys are selected through newspaper clippings, radio or_ television programs which deal with achievements of young men and then asked to fill out an application for the contest, Mr. Ulibarri said, HOW JUDGED The youths are judged on the basis of the previous four years activities. | Young Laird is an Eagle Scout 'and a member of the Order of the Arrow.
