Jerry Stanger chaired an ad hoc committee which investigated garbage service for the city. The Request for Proposals by contractors brought in five bids from garbage service businesses. The bids were opened publicly on January 8, 2007. Committee members ranked the bids individually. A score was assigned to each contractor with a total of 100 points possible. The results, in order, were: a) Waste Management, 98, b) Robinson Waste, 84, c) Ace Disposal, 80, d) Econo Waste 75, e) Allied Waste Services, 67. The committee recommended approval of the Waste Management bid. Based on the recommendation of the ad hoc committee's investigation and report, and a public hearing, the City Council accepted the committee's report and selected Waste Management as the garbage collection provider for the city. Approval was given under Ordinance 2007-01 at the February 15, 2007, City Council Meeting. Each resident will receive a new rolling garbage can from Waste Management, who will make weekly collection services for $12 per month. This fee includes all of the dumping fees, fuel costs, and billing/administrative costs. Service began on April 2, 2007, with a Monday pick-up day. The city handles billing with Bona Vista Water collecting the fee with the monthly water bill statement. The franchise makes Waste Management the exclusive residential service provider in the city. Records show that 229 residents switched garbage service to Waste Management. That company is helping the elderly subscribers by taking their cans to and from the street. The first fall clean-up campaign was held this year with a dumpster located at both the Marriott and Slaterville Parks from November 16-19. These were free for residents to use for disposal of fall waste. It is a complimentary service sponsored by the city and Waste Management as part of the new garbage contract. Election Filing for candidates for the three council seats to be filled at this year's municipal election was held from July 2 through July 16, 2007, with the filing fee set at $5.00 Three City Council seats were open, one seat in each district and the at-large seat. No primary election was needed as no more than two individuals filed for any position. Governor Jon Huntsman, Jr., issued an executive order on May 9, 2007, calling for a statewide special election on November 6, 2007, so that voters could vote on Citizens' State Referendum Number 1, concerning school vouchers. Another measure on the ballot was the proposed transportation tax increase in Weber County. The state administered the election through the county. Weber County named the election judges, provided all absentee ballots and early voting for all local elections. The city paid the county the amount it budgeted for the election. Those running for City Council seats, listed alphabetically, were: At-large Council: Gerald Bischoff and Scott Van Leeuwen; Council East District: Dennis Ilium and Randy Phipps; Council West District: Rob Smout. 3 |
