Today we are really concerned with two projects, portions of each of which must be located in the same area and, therefore, bring us together here. As an element of the Chamber's long-range highway program for San Francisco, the Embarcadero freeway has been an objective for many years during which its conception, planning, design and financing have been worked on by our committees, directors and officers. Early last year the second project which is having your attention today - the Ferry Building Monument and Park Plan - was given active support in San Francisco and the State's Capital by the Chamber's leadership. We still want both. During recent weeks it has been made to appear that possible conflicts in planning the projects may defeat both. This cannot be permitted to happen and will not if we are realistic in appraising the facts involved. Except for some who have expressed themselves superficially, most everyone agrees that both the Freeway and monument and park are in the public interest. The question is whether the Freeway will be straight in front of the Ferry Building or curved. It may be said that three sets of facts are involved: costs, timing and esthetic values. The first two are definable; the last is not and, in this category, I am told that even the professionals are divided as to whether a straight or curved freeway should be favored. To indicate the difference in direct costs of building a straight freeway or a curved freeway, many figures have been published during recent weeks, showing that the curved structure would cost substantially more than the straight. They tell only half the story because San Francisco's freeway program is tightly geared to the availability of state funds and when the funds cannot be applied to a San Francisco project according to schedule they may well be lost forever. Furthermore, it is possible that additional costs of putting a curve in the Freeway with which the state is prepared to proceed would have to be borne by the City and County of |
