Show 2- Presidents of Chambers of Commerce are often guilty of speaking in hyper-poles. A "hyperbole" is "an exaggerated figure of speech used by the speaker to allow for the natural shrinkage of what he says in the minds of his listeners". In defense of what I shall say to you now, I would like to point out that at least in this case you have a Chamber President whose company is backing up the convictions he intends to express here with a very substantial investment of cold hard cash betting that cash on the future of the Bay Region and that of Contra Costa County. Utah Construction Company has made major investments in San Mateo County, in Alameda County, and in Contra Costa County, all predicated upon the basic assumption that the Bay Region is destined to enjoy one of the fastest and soundest growths of any area in the land and that the great bulk of this growth cannot take place in the metropolitan centers of San Francisco and Oakland, which already are nearing the saturation point, but must under pressure spill over to those less developed areas which surround San Francisco and Oakland. My purpose here tonight is not to convince you that this growth will take place but rather to point out to you some of the problems this pattern of progress brings with itproblems that must be anticipated and intelligently resolved by the business community. Many of these problems already are with us, but they will be magnified many fold within the next few years. Unless the business community of the entire Bay Area beginsand begins nowto exercise an aggressive, intelligent, and statesmanlike leadership, beyond anything demonstrated so far, then we can be sure that the problems of growth will multiply faster than the solutions can be developed. |
