2- short years California will have the largest Congressional delegation of any State. It means that California will have the largest presidential delegations to the national conventions of the two partiesand consequently will become the greatest single political force in selecting (and electing) presidential candidates. It means, in short, that politically the great westward movement which began in this country the day the first pilgrim put foot to the eastern seaboard is just about complete. The balance of power has swung from East to West. EconomicallybusinesswiseCalifornia's huge population influx is Just as important to the people of this State and Nation as it is politically. First, let me say, that without the exceptional leadership of two Republican GovernorsEarl Warren and Goodwin Knightand without exceptionally capable Legislatures during this period of great growththe State could have collapsed at the seams economically under the weight of its great incoming population burden. But that has not beam the case. With the political leaders of the State exercising rare judgement in meeting the challenge of its growth; with businessman of a vision to gamble billions of dollars in new plant and equipment to stay ever ahead of the needs of our new citizens--and incidentally to provide jobs and paychecks for these people to be readily absorbed into our economythe economic state of affairs in California has far outstripped that of the rest of the Nation. and as our businessmen in the Forties, like our political leaders, successfully met the challenge of growth and prospered under it, a great tide of new industry and business headed by men
