In San Francisco as in other communities, the residential land does not pay its way from a tax standpoint, and it must be subsidized by taxes on land and improvements from business and commercial property. In San Francisco the average city expenditure per net acre for service amounts to $6,600 a year while the average revenue collected on single family residential property amounts to only $2,780, leaving a deficit of $3,820 an acre.
