Show 11 - Certainly one of the most obvious steps that it must take is to make certain that the forces of congestion and circulation strangulation that have seriously damaged the effectiveness of the downtown area in many major cities and which are already at work in San Francisco are dispelled. Before too long there will be 4,000,000 people in the Bay Area and San Francisco must determine how many of those people it wishes to serve, how many of them we wish to shop here, how we will make it possible for them to enter and leave our city conveniently and comfortably.
