Show THE BAY AREA, ITS PROSPECTS AND ITS PROBLEMS -14- than %B trade them for others such as those plaguing the state of North Dakota which has none of our natural advantages and is fighting problems of a declining population and limited resources. The area-government I have suggested certainly is not something that will come tomorrow, next week, or next year, I do not post it as the panacea, for our problems. But I do recommend it to the serious thinking of those who would the Bay Area go forward as a great economic and social entity rather than as a Medusa with many cerebral appendages, each warding off the other, reaching separately for its victory, and falling short, We should recognize that the Bay Area, despite its problems has tremendous advantages that spell a bright future: an unsurpassed climate that is one of our greatest attractions - a wealth of natural resources relatively close at hand and open to economic development... a growing population heavily employed and enjoying a high level of income... a location strategic to the major markets of the Western United States a magnificent harbor which is the natural gateway to the Pacific .... a successful management labor relationship in most industries ... an abundance of higher educational and research facilities to train our youth for an even better job .... and, finally, a spirit to get the job done .... an enthusiasm and determination that are inherent to the western tradition and are vital to the building of a sound and healthy community.
