Cow Palace Mr. Mailliard and Gentlemen: Jack, as President of the San Francisco Chamber of Commerce, I am naturally delighted to have the opportunity to be here and to reflect the thinking of our organization toward San Francisco's Grand National Junior Livestock Exposition. However, seeing you here and knowing of your great interest in this event, I have found myself thinking as to what has happened to those who preceded me as the President of the Chamber of Commerce. While most of my predecessors have continued to devote themselves in some measure to civic and community affairs, there are three of you on whom my interest is particularly centered. Paul Bissinger and Tom Mellon have ended up as two members of three-man Police Commission, while you have devoted much of your attention to furthering the success of our events of the type that we are observing here today. I can only conclude that you have followed this course for one of two reasons. Either you have felt very strongly that events of this type were of very real importance or alternatively that your personal record was such that you could not qualify as a Police Commissioner. Without commenting on the latter possibility, I am sure that the former reason is cause enough to account for your presence here.
