Show 6- Such problems can well give us pause. We may even wonder if such growth is, in fact, real progress. We might even wish we could stop progress at least a block away from our beloved suburban home. But we have to be realistic. We simply can't stop growth. We can't be legendary like the/legendary king who set up his throne on the beach and bade the tides to halt. Sound planning is, of course, essential for the proper development of any area or community but the planning procedure should be a tool for progress and not for procrastination. We should not allow planning to be profaned into paralysis by analysis under pressure of special interest groups operating on political bodies to whom community planning is entrusted. Certainly the community has the right, and the obligation, to insist that any development be intelligently planned, but the desired result will not be forthcoming unless those who are trying to do something of community benefit have the protection of positive and expressed community support in opposition to those who are trying to prevent anything from being done to the status quo. What is it, then, that Utah Construction Company intends to do to the status quo of the 5,000 acres under its control in the Moraga Valley? I can assure you that Utah Construction Companylike youis vitally interested in the future of Contra Costa County, for we are one of the largest land holders in the county and have in terms of dollars perhaps one of the greatest stakes in seeing to it that the County is so developed that every action taken makes the best possible use of the land, and contributes to the enhancement of property values and benefits the entire area. I should like to point out to you that our situation differs materially from that of the small speculative builder whose profits stem from taking a few acres, converting them into housing and selling his interest in the shortest possible time, so that he may move on to a new site and repeat the process.
