Show Rotary Luncheon - 6 - With jets in the offing still additional changes must be made. Perhaps one of the most serious problems is the fact that our economic unit in the Bay Area transcends our political subdivisions. Since the solution to many of our problems necessitates finally political action, we find ourselves without adequate political machinery to operate on a Bay Area basis. There are other problems and, as the current problems are solved, there will be new ones to take their place. How do we go about solving these problems? The first step seems to me to recognize and to define the problem. To do this we must keep in close touch with all elements of the community. Carefully gathering facts, and objectively analyzing them. With this work behind us, the problem can then be defined. With recognition of the problem there generally comes a desire to do something about it. With awareness, community support, which is so essential in seeking the solution of community problems, can be mobilized and brought to bear. The will to do is not hard to achieve, once we see the problem. Equally important is deciding upon the method of attach - and, perhaps most important of all, getting a unanimity in the attack - -an intelligent, representative force that will batter down complacency, delaying tactics, negativism, defeatism, and other such scourges, which without unanimity of leadership would hold the upper hand. In the field of community development it is a rare thing to propose a program that commands universal support, for the very nature of the programs is so broad that some segments of the population may be adversely affected even though the great majority are immensely benefited.
