However, these things are changing rapidly and the centers of production, marketing, and population are shifting away from San Francisco, not because San Francisco is not growing but because it is not and cannot grow as rapidly percentage-wise as the area which surrounds it. The time has come when San Francisco must recognize that it must play on the team and that the position that it can best fulfill is that of the quarterback, calling signals and directing the play so that the team achieves the best overall result.
