Show THE BAY AREA, ITS PROSPECTS AND ITS PROBLEMS - 12 - San Francisco but are employed in San Francisco? What about rapid transit? Everybody wants it and needs it but how are we going to achieve it? To me the conclusion is clear - we are face to face with major problems that vitally affect every community in the area but no real approach has been made to analyze our problems and to develop the best over-all solution. I have mentioned earlier the problem of money, and we must ponder how the communities concerned are going to finance the tremendous cost of community facilities and services which are a corollary of growth. The point has been made that balanced growth is an essential and that residential growth, unaccompanied by industrial growth, is in fact a community liability. Only if communities have available to them a substantial tax revenue derived from business properties can the residential tax rate be kept within reason. If each community tries to solve its own problems, those communities which experience an undue growth of population may soon find themselves unable to borrow in the municipal bond market the funds necessary to furnish the community services that are necessary in a healthy society. We must remember that the money available for municipal borrowing is in limited supply and the demands throughout the nation for municipal borrowing from State and local governments are at an all time high. The ability to borrow is closely related to the ability to repay, and those communities that do not keep their credit rating high will find themselves unable to care for their needs. It is my considered opinion that we must find a more equitable way to share the tax burdens inherent in financing our continued growth than will exist if we go the way they are now heading. I mentioned men as another of the key factors in successful management, and here again I cannot feel that we are making the best use of the human resources that are available to us.
