If each community tries to solve its own problems, those communities which experience an undue growth of population may soon find themselves unable to borrow in the municipal bond market the funds necessary to furnish the community services that are necessary in a healthy society. We must remember that the money available for municipal borrowing is in limited supply and the demands throughout the nation for municipal borrowing from State and local governments are at an all-time high. The ability to borrow is closely related to the ability to repay, and those communities that do not keep their credit rating high will find themselves unable to care for |
