Show 7- Next, let's talk about the problem of money and how the communities concerned arc going to finance the tremendous cost of community facilities and services which are a corollary of growth. Balanced growth is an essential and residential growth, unaccompanied by industrial growth, is in fact a community liability. Only if communities have available to then a substantial tax revenue derived from business properties can the residential tax rate be kept within reason. If each community tries to solve its own problems, those which experience an undue residential growth may soon find themselves unable to borrow in the municipal bond market the funds necessary to furnish the community services that are necessary in a healthy society. It is my considered opinion that we must find a more equitable way to share the tax burdens inherent in financing our continued growth than will exist if we go the way the various individual communities As I have pondered the problems ahead, it seems to no patently clear that these problems will not be solved until we develop a political structure that corresponds to the economic unit that we are trying to manage. I am no expert on forms of government, but I suggest that we would do well to give intensive study to the desirability of adopting an over-all fens of government for the Bay Area that would be along the lines of the borough system in New York or the Toronto Plan. Each of these systems provides generally for a separate government entity those members represent various political or geographical subdivisions. This government entity is charged with the administration of certain special functions of government that affect the area as a whole, just as the States have delegated to the Federal Government certain powers for which it will be responsible. |
