Show 22 This part of construction demand is relatively immune from a downturn in business. It is largely purchased by public agencies to meet national, state, or local needs. The considerations governing the purchase are for the most part not economic in character The threat of war and changes in the techniques of destruction will govern military and naval spending. Population shifts and growth will influence the construction of schools, streets, public buildings, sewer and water projects. The number of cars on the highway and the inadequacy of other means of transportation will dictate the size of the highway program. Also, many public works projects require a number of years to plan and to build and, once the program is set in motion |
