Hooper, who received more than three times what they paid into the system for a soccer field, playground equipment, replacement of bleachers and Tomato Days, contracted with JUB Engineering to write their grant applications, according to City Administrator Judy Murray. Jennifer Canter, West Haven city council member, thinks she was successful because she has previous grant-writing experience, has gone to RAMP training meetings and knows several of the people on the RAMP committee. She applied for three grants last year on behalf of West Haven. Two were granted for park improvements. Canter said after applying for three grants she felt the city was "pressing its luck" to submit another application but they were still able to benefit from an application submitted by Weber Pathways to connect West Haven's trail to the Ogden trails. "It's free money why wouldn't you apply for it?" Canter asked. Winners funding and that will do the "greatest good for the greatest number. We want to touch and lift everyone in the community and hope their quality of life will be improved through the projects," he said. All projects are required to be within Weber County and available to all Weber County residents. The following tables show the cities who can be considered "winners" and "losers" this year, based on what they paid in through sales tax for fiscal year 2006 verses grants awarded either directly to the municipality or through nonprofits located in their community.
