Show A site plan revision for the Pilot Travel Center at 1670 West 1200 South, was discussed. The revision should help solve the truck traffic that is backed up at times from the pumps to the ramp for I-15. This has become a public issue. Mr. Morris said that when the Pilot Center opened in 1992, they expected 18 trucks per hour would be the maximum. Today this number is much greater. The city and the company have worked together to develop a plan to help solve the problem. Pilot will add two new gas pumps and reverse the truck flow, giving more space for the trucks to wait on Pilot property, as well as make other changes. Approval was unanimous by the commission. At the July 20, 2006, City Council meeting, a business license for W N Roofing and Siding, LLC, 2457 West 200 South, was approved after discussion, and with the stipulation that Mr. Whitemore get a letter from his employer confirming he does work for that company. Mill Creek Subdivision located near 2000 West and 200 South was previously approved for a 30 lot "rural residential" (cluster) subdivision. Stakes were removed from certain lots in the subdivision, intentionally or unintentionally, resulting in boundary line problems. The developer proposes to realign Lot 7R through 10R. Bill Morris said that the lots all meet the requirements. The amended subdivision plat for these tots was approved unanimously by the council. The mock earthquake disaster practical training exercise held on June 20, 2006, was discussed. It was felt that the exercise went very well. Articles in the Standard Examiner reported in detail on the activities. The National Guard, Sheriff's Office, and many other entities beside our own CERT people and volunteer "victims," were involved. Senator Robert Bennett's office sent out an observer. President Dennis ilium advised that if the Mayor is not available during a disaster, the Red Cross needs to be contacted. Resolution 2006-J was discussed. This joint resolution adopting the Marriott-Slaterville City Emergency operations plan; shelter-in-place and evacuation plan, and national incident management system (NIMS) implementation and compliance, together with the ability to modify the resolution if necessary, was passed unanimously. Resolution 20006-K is a resolution approving an interlocal agreement between our city and Weber County for recreation, arts, museum and parks (RAMP) funding. Mr. Morris said the city application has been recommended for funding by the RAMP Advisory Board, and approved by the Board of County Commissioners for $5,000. The money would be used to remove the dirt from the detention basin on 700 South and bring the dirt to the city office location to be used for berms for the park in back of this building. It is necessary to submit requests for funding by RAMP each year to receive consideration. The resolution was passed unanimously. Maverik, Inc. has requested the rezoning of about 3 acres, zoned A-1, located on the northwest corner of 400 North 2000 West (SR126) to C-2P (community commercial.) The company wants to construct a service station/convenience store and has submitted a rough conceptual plan for about 4800 sq. ft. The general plan states this area may be future commercial only 300' from the west edge of the public right-of-way on SR 126, and 75" outside the centerline of Four Mile Creek, in order to protect the stream corridor. Mr. Morris said the proposal conforms to the general plan as long as it does not exceed these restrictions. The planning commission has recommended approval of the ordinance subject to conformance with the general plan; the rezone of the stream corridor to 0-1, open stream corridor along Four Mile Creek; approval of the stream alteration permit by the state; appropriate landscape and screening as a buffer to surrounding zones;. UDOT approval of access to the site, and the developer entering development agreement subject to staff and agency comments. If not developed, the zone would convert back to the original zoning. The vote to adopt the ordinance was unanimous. |
