They suggested three small soccer fields, a tot play area, a perimeter walking tract, and a parking lot They also proposed a small bowery, restrooms and a pioneer log cabin. The site is near or at the original site where John Marriott built his first log cabin in the community. He suggested that they call the park the John Marriott Heritage Park, and ask the Marriott family for funding help. The council and staff reviewed the plan with the primary purpose as a storm water detention basin. RAMP funds could be used to assist in developing the park portion of the site. The council approved the site plan unanimously and referred it to the planning commission for action. Ken Martin and Brent Slater have completed an inspection of improvements at the Marriott-Slaterville Business Park, Phase 1, and found them completed and satisfactory to meet minimum requirements. They recommended conditional acceptance of the subdivision improvement to start the one-year guarantee period, subject to the previous memorandum from the City Engineer. The chip and seal of the road is to be completed during the guarantee period. Mr. Martin recommended the release of the remaining escrow, except the 10% contingency. The conditional acceptance of Phase 1 as outlined, was approved unanimously. Mr. Morris has obtained copies of garbage collection contracts from other cities for the council to review. President Dennis Ilium suggested a committee be formed to collect information for review by the council. A motion for the establishment of an ad hoc committee, consisting of President Ilium, Carolyn Deru, Gerald Bischoff and Jerry Stanger, to gather information and make recommendations with the time frame of 120 days, was passed by the council. Mr. Morris explained the open meeting law and amendments. Mr. Illum noted that if there are two council members together, they can discuss issues in the city without violating the Act, but three council members constitutes a quorum and requires a public meeting. Mr. Morris indicated that if there are only three council members at a meeting, all three must vote in favor of a matter for it to pass. An absent council member essentially serves as a no vote. Mr. Ilium said that if a council member wants an item on the agenda, they cannot call the day before, but must give ample time to the staff for its inclusion. Mayor Butler indicated the landscaping should be completed during the next few weeks. He also thanked Kim Slater for his help with the flood on 2800 West after a recent heavy storm. The sewer district will pay for a third drain at this location to help alleviate flooding. Mr. Slater suggested the Warren Canal Company should keep the ditch clean on 2800 West to prevent flooding. The Mayor said that would be discussed at the next sewer district meeting. Something also needs to be done about the sewer pipe blocking the canal. Mr. Delbert Hodson is concerned over flooding on Mill Creek at 1200 West in the event the grate is clogged in a heavy rainstorm. The grate needs to be cleaned out. The Mayor said the county is responsible for Mill Creek and he would contact them about having it cleaned out again. The mayor also noted that the senior citizen program is functioning well, with the average attendance of about 45 seniors at the weekly lunch. The city will receive $5000.00 from the RAMP funds distributed by the county. It is to be spent on parks. Other projects, such as the proposed mural on I-15, can be considered for next year's funding. In the WACOG meeting, city mayors proposed trying to get the Wasatch Front Regional Council to divide the region into the northern council and southern council, hoping to get more representation and funding for our area by this division. Road work was mentioned, including patch work on 700 South and painting on 400 North.
