Show home per year. A resident connection fee for secondary water is paid on the building permit. The connection fee is based on the size of the lot. The monthly service fee is standard for all lots. The presently proposed fee applies to residential uses, not commercial. After the public hearing was closed and the public meeting opened, Resolution 2006-C for the final 2005 Pioneer Special District budget was approved. Resolution 2006-D for the 2006 Pioneer Special District was tabled pending the public hearing on the fees at the next council meeting. The public hearing concerning fees for the Pioneer Special Service District was conducted on May 18, in conjunction with the council meeting. Following the hearing, the resolution was passed unanimously by the council. The petition by Mill Creek Meadows, LLC, for annexation into the Pioneer Special Service District was approved by the council as Resolution 2006-A. SUBDIVISIONS Building permits, mostly in the new subdivisions, increased this year. Many new homes have been and are being built in the Spencer Farms and Mill Creek subdivisions, which were approved last year. Other subdivisions were approved or amended. In the past, changes such as a new subdivision, required that anyone living within 500 feet must be mailed notices of the proposed change. A new law provides that a large sign posted on the property is now sufficient notification. The city purchased four large signs for this purpose. The council gave a final acceptance to Big "W" Subdivision in February, as it now meets minimum requirements of the city. In April the City Council approved KBC Leasing proposed amendments to its Marriott-Slaterville Business Park Subdivision at 1100 West 1700 South, as approved by the Planning Commission. Eight new lots were added but the total lots were limited to 15. The cul-de-sac section would be squared off. The trails are still located the same as previously. Approval was granted with the stipulation that the City Engineer's list of items that needed to be resolved must be completed. Mill Creek Meadows Subdivision located near 2000 West and 200 South was previously approved for a 30 lot "rural residential" (cluster) subdivision. Stakes were removed from certain lots in the subdivision, intentionally or unintentionally, resulting in boundary line problems. The developer proposed to realign Lot 7R through 10R. The amended subdivision plat for these lots was approved unanimously by the council at the July meeting. Developer Troy Brower purchased 10 units developed by Mr. Hoth, which are part of a condominium project located at 1045 South 1200 West under an existing PRUD. He discovered that the building plans for the units purchased did not match the lot lines on the plat. His request that the error be corrected by making a lot line adjustment for the 10 units was approved by the City Council in October. REZONING ACTIONS The Planning Commission is always busy. Among early actions taken concerned an application to add 11 lots to the Marriott-Slaterville business park subdivision, and a site plan for Sandworks, a company that builds dune buggies. Neighbors complained about late night noise and vehicles racing down the street near that business. The company agreed to eliminate the noise and other problems. Eight lots, for a total of 15, were approved for the business park. A site plan revision for the Pilot Travel Center at 1670 West 1200 South, to help solve the truck traffic being backed up at times from the pumps to the ramp for I-15, was approved.
