Truman Signs 7. 5 Billion Bill For Aid to Allied Countries 1951WASHINGTON, Oct. 10 INS President Harry S Truman Wednesday signed the 7, 500, 000, 000 military economic foreign aid bill and declared free nations would be fools if we did not rearm. At the same time the President named global trouble shooter W. Averell Harriman to administer the new mutual security program.Harriman will coordinate military and economic assistance to the U. S. foreign Allies.Mr. Truman declared in signing the measure that the free nations are not embarked on an armament race with the Soviet Union. Rather, he said, the U. S. and its Allies are arming for defense and at the same time are unleashing the constructive forces of human freedom. Mr. Truman saidWe are building armaments of course we would be fools if we did not.But we are doing far more than that. We are joining with and helping the freenations or and helping the free nations or tional associations than ever before.We are helping to restore the productive power of war shat tered countries. We are helping to build up the health, the education, and the welfare of free men all around, the world.There is some misapprehension that the free world is embarked on nothing but an armaments race with the Soviet Empire. This is not the case. What the free world is actually doing is unleashing the constructive forces of human freedom.
