46 CARR: So public policy is not a limiting factor? JONES: Well, it is and it is in the sense that Governmental decisions with respect to siting, with respect to regulatory delays, with respect to the back end of the fuel cycle, all these have to be made before this Nation truly exercises their option to be available to it(?). CARR: If I can ask you about the other area of the new, I think it's the new, the international and I know last year it brought in 22 percent of your sales and 18 percent of your earnings, but that included, of course, the sale, I presume the sale of the investment in Telefunken, but I have a kind of, well, two questions about that. One, isn't part of this a reflection of the fact that domestic demand for some of your products hasn't been so great, whereas certain markets abroad, the OPEC countries, are buying a great deal so you can(?) have partly a reflection of that. JONES: Well, you know, you can only sell a product where there's a need and where there's, what we call, effective demand. In other words, there's money available to pay for the product. That's the advantage of being an internationalist because(?) you're not tied to the economic cycle of any given country.
