Show The subdivider of the Deru Minor Subdivision proposed changes to lot lines, which required an ordinance vacating the original subdivision and adopting the first amendment. This was approved unanimously by the council in Ordinance 2009-09, on May 21, 2009. Ordinance 2009-10 approving an amended plat adjusting lot lines for Advantage Drywall was unanimously passed at the council meeting on July 16, 2009. Ordinance 2009-11, changing sewer rates for commercial and manufacturing from a flat rate to ERU (equivalent residential unit) based rate structure, was approved. Ordinance 2009-12 adopts policies and procedures for rental and use of municipal property. It regulates the use of municipal property to promote the efficiency and availability of municipal property to be used only by the city, and to prevent property loss, manage quality, prevent damage or destruction for and protect against unlawful use of municipal property. City facilities are being used for many activities. More use has occurred as a result of Farr West City closing their building to public use, and Harrisville now allowing only residents to rent their log cabin. At the City Council meeting held on February 19, 2009, the matter of fees for city facilities was discussed. Resolution 2009-A was approved by the council, which raises the rental fees to better compensate for maintenance and upkeep of the building and parks. Non-profit organizations will not be charged. The fee for the multi-purpose room was kept at $50.00 for residents. The resolution also adds the park reservation policy. Rental of the park includes the entire park, not just the bowery. Resolution 2009-B approved the cooperative agreement with UDOT for the 400 North reconstruction and allotment of $250,000 in matching funds. A resolution adopting an interlocal agreement with the Central Weber Sewer Improvement District has been presented by the sewer district to all participating cities, giving an opportunity for changes to be made by each city to formalize a final agreement. Resolution 2009-C for this agreement was approved by the council. Resolution 2009-D, approved the agreement with Weber County for the R.A.M.P. grant for $166,000, for the Marriott Park Bowery Project. Public hearings were held on Resolution 2009-E, adopting the FY 2008-09 amended city budget, Resolution 2009-F, adopting the FY 2009-10 final city budget, and Resolution 2009-G, FY 2009-10 final budget for the Pioneer Special Service District. No public comment was given. The resolutions were passed by the council on June 18, 2009. A large increase in service costs for services of the Weber County Sheriff was contained in the projected city budget (Resolution 2009-F). In answer to that issue, Sheriff Brad Slater later gave a slide presentation on law enforcement services contracted between Marriott-Slaterville and the Weber County Sheriff Department, explaining the increase in cost for the police service for the city. It covered increases in salaries, benefits, uniforms, training, vehicle/maintenance, laptops, radios, radar guns, records, staff and liability insurance. For Resolution 2009-G, the money is collected from new subdivisions in the district, and will be used primarily to operate the secondary water system. The Council approved $14,000.00 for the secondary water system plan. The system will benefit future development, using the golf course as a storage area. Residents will turn over their water shares to the city, the water will go into the golf course reservoir, and the residents then can obtain pressurized secondary water. Resolution 2009-H, provided a fee increase for residential solid waste collection and disposal of $.50 per extra can, per month. Resolution 2009-I, adopted on August 20, 2009, acknowledges the mayor's authority to enter in personnel contracts for employees. Resolution 2009-J concerning secondary water services with Mulligans, was passed. Resolution 2009-K, adopts the most current version of the 2009 Natural Hazard Pre-disaster Mitigation Plan. It would allow the city to receive federal funds if a disaster occurs. |
