Show Approval was given pending resolution of some items. The building has been constructed. Mayor Keith Butler attended and spoke at the ribbon-cutting ceremony at the new IRS Building, 1125 West 12*i Street, on December 10, 2009. Approximately 1,000 people were in attendance. Known as the Dossier Building, the facility will store business tax returns. Already 66,000 boxes containing 6 million files have been moved there. Election Year The municipal election this year had the office for mayor and two council members slated, with the filing period July 1 -15 at the city office. At the closing of the filing period, only incumbents had filed as candidates: Mayor: Keith H. Butler, East District Councilman, Delbert F. Hodson, and West District Councilman, Kim R. Slater. Therefore, a primary election was not necessary. The municipal election was held on November 3, 2009. Both election districts were combined into one polling location at the municipal complex. The September 2009 issue of The Pioneer Post, reminded residents that a municipal election would be held on November 3, 2009. Any write-in candidate must register their intent to run with the city recorder as provided in the Utah Election Law. The Utah Election Law requiring every voter to provide valid voter identification was explained in detail in this issue, as the state requires enforcement of this law. This proof must be provided even if the voter is personally known by the poll worker. Valid identification includes one of the following: Utah driver license, ID card issued by the state or U. S. government, Utah concealed weapon permit, U. S. Passport, or Tribal ID card. Alternatively, two sources of single source documents that show identity and residence within the voting precinct can be used. A record of the type of documents presented is entered in the Official Register. If the voter is unable to provide sufficient proof, the voter is required to use a Provisional Ballot, and must provide valid identification to the County Clerk within five days of the election for the ballot to be counted. Early voting began on Tuesday, October 20, and ended October 30, 2009, at the City Office, from 9:00 a.m. to 5:00 p.m. On November 3, 2009, it was an indication of the city residents' interest in civic duties and commitment to voting, that 117 registered voters came to the polls and voted, plus seven absentee ballots mailed in, with the election for these three offices the only matter on the ballots. Incumbents Mayor Keith Butler, East Councilman Delbert F. Hodson, and West Councilman Kim R. Slater were re-elected on that day. Poll workers were LaRae Brown, Elna Lucas and Dolores Slater. The canvass of the 2009 Municipal Election was approved by the council unanimously at the November 19, 2009, council meeting. Planning Commission Information concerning quorum and voting for the Planning Commission was given early in the year. The Planning Commission will consist of the majority of the total number of planning commissioners appointed to the Planning Commission, excluding alternates. Alternate planning commission members can count as part of the quorum, but do not count to determine the number of planning commission members required to constitute a quorum. A decision shall be rendered by the Planning Commission based upon the majority vote of those planning commission members, including alternates, present and voting at a particular meeting. Each member present at a meeting shall vote on an issue, yea or nay, except when a member declares a conflict of interest. In January, the Council approved the Mayor's appointments of Carl Parker to the Planning Commission, with Ned Allred as an alternate member, and ratified the terms of existing commissioners. At the City Council Meeting held on Thursday, December 17, 2009, the Council unanimously approved Mayor Keith Butler's appointments to the Planning Commission: Les Syme, Kent Scofield, and Maurice Pitcher, with Sherry Morris and Will Holley as alternates. The proposed amended Concept Development Plan for Slaterville Commercial Subdivision (about 700 North 2000 West), was approved by the council on January 15, 2009, following the Planning Commission recommendation. The 20 acre property is zoned Commercial. On April 16,2009, City Administrator Bill Morris gave the annual training presentation and answered questions on the Utah Open and Public Meeting Act to the City Council and Planning Commission. This included a presentation on Unlawful Discrimination and Harassment, which outlined the process of filing and processing a complaint.
