Show Marriott-Slaterville History March 2009 Paul Taylor, City Engineer from J-U-B, briefly discussed the $7.4 million cost estimate and the 6% in matching funds which is to be provided by the City and the Boyer Company. This project has been moved up on the state transportation plan for funding this year because Federal economic stimulus funds will pay for projects higher on the list. He discussed the agreement with UDOT. Once the document is signed there are some risks to the city, because any funds the city expends could be lost if the state funds were pulled or problems with the project arose. Boyer has given verbal commitment to match one-half of the 6% match on this project, leaving the city to pay a match of approximately $250,000. J-U-B engineered the estimates on the high side in case prices rise before project completion. If the project exceeds this cost estimate, the city must pay the difference. Mayor Keith Butler has personally visited all residents on 400 North to explain the project and address concerns they might have. Residents not home were left a flyer on the project, and property owners on the street who are not residents were mailed a flyer. No public comment was offered on the 400 North project, and the public hearing was closed, and the public meeting re-opened. In discussion of the park bowery, Councilman Rob Smout suggested that the restroom doors be moved to the front of the bowery to reduce vandalism. Mr. Morris said there will be a video security system at the new bowery. The council voted to approve the reconstruction and allot the R.A.M.P. fund of $166,000.00 for the project. Resolution 2008-B, approving the cooperative agreement with UDOT for the 400 North reconstruction and allotment of $250,000 in matching funds, was approved by the Council after discussion. Mayor Butler is in the process of getting Beyer's funding agreement in writing. He proposes to use capital improvement and road funds which are available to cover the match. If Boyer backs out of the funding, the project would be terminated. Infrastructure for a traffic light at 1200 West and 400 North will be installed, so that a light could be placed if traffic warrants it. Final acceptance for the Marriott-Slaterville Business Park Subdivision at 1100 West 1700 South, was approved by the council. A request by Bob Anderson for the re-zoning of 3.34 acres on the east side of 2000 West near 400 North from A-1 to C-2P was approved by the council in Ordinance 2009-06 which amends the Zoning Map for this change. The developer wants to build a combination of office buildings, retail, and possibly fast food business. The Planning Commission requires site plan approval. Ongoing complaints and problems at a house at 1359 West 700 South have been received by the city. A search warrant for this house earlier found multiple code violations, and the house was condemned due to its hazardous condition making it unfit for habitation. The house was foreclosed and the owner evicted. The city reached an agreement with the bank to purchase the home for $30,000.00. The city accepts all liability relating to the house, including environmental contamination for the failed septic system and from drug use in the house. The city is considering demolishing the house and including the property in the storm water basin and park plan. Reduced parking lot construction costs and possibly converting the out-building to restrooms, could lower city costs. Funds for the acquisition and demolition of the condemned house was approved by the council. An abandoned house on Pioneer Road next to Al Fan's residence was also demolished this spring. Mayor Butler complimented the city staff at the council meeting. Mr. Bill Morris makes sure all of the city books are codified, he handles the legal obligations of the city, and acquires grants. Mr. Ken Martin is a very knowledgeable building inspector, and is able to communicate with the most difficult of people. He is training and helping Trent Meyerhoffer in every way he can. Mr. Meyerhoffer has only been part-time, but is needed full-time. He has designed the new boweries and restrooms, and is building the restroom 147 |
