Show Marriott-Slaterville City History November 2009 Halloween is over, which means Thanksgiving comes and goes this month, leading into Christmas, and quickly into the New Year-how speedily 2009 goes! After an unusually warm fall, about the middle of the month we experienced our first taste of winter temperatures and the first snowfall. Although Keith H.Butler, Delbert F. Hodson and Kim R. Slater were unopposed in their bid for reelection, it was legally necessary to hold an election on November 3, 2009. It was an indication of the city residents' interest in civic duties and the importance of voting, that 117 registered voters came to the polls and voted, plus seven absentee ballots mailed in, with the election for these three offices the only matter on the ballots. Incumbents Mayor Keith Butler, East Councilman Delbert F. Hodson, and West Councilman Kim R. Slater were re-elected on that day. Poll workers were LaRae Brown, Elna Lucas andi Dolores Slater. The canvass of the 2009 Municipal election was approved by the council unanimously at the November 19, 2009, council meeting. At the November 19, 2009, City Council Meeting, business licenses were approved for Museum Arts, Inc., 1618 South 1100 West, Painting Contractor, home occupation, no visiting clientele; Quick Fix, 400 North 2000 West, mobil rock chip repair, and Extreme Green, LLC, 265 South 1200 West, yard care business. Numerous residents attended the public hearing held on the same date. It concerned the application by Roger Miller for creation of a 6.8 acre Agriculture Protection Area at 3101 W. Pioneer Road for Parcel 15029099. This was brought before the Planning Commission, but the meeting was cancelled, and the time has lapsed for their report and the report of the advisory committee, so the council acted without the benefit of those reports. Attorney Timothy W. Blackburn represented Mr. Miller and explained his request. On the property in question Mr. Miller trains hunting dogs, raises fowl, and has beehives. He trains dogs for search and rescue, trains dogs to locate cell phones on inmates in jail, and also obedience training. He has been on the property for about 25 years, and people who are against approval have moved into the area after the kennels had been approved by the Weber County Planning Commission and were already in place, Neighbors Mr. Marion Long, Mike Schlosser, Zane Kolford, Margie Long, and Vicky Arave spoke against approval because of excessive barking of the dogs, lack of control of his geese, and not having sufficient land to qualify. Neighbors Kelly Aiken and Rodney Price spoke in favor of the application approval. Jared Coleman, from Alabama, stated he works with Mr. Miller in training them for cell phone search, to help with a serious law enforcement problem. He said the kennels are kept very clean, and would like to see Mr. Miller continue his work. After the public hearing was closed and the public meeting reopened, the council discussed the application, requesting additional information. Tabling the matter until January 2010 would not allow a decision within the 120 day time limit on the application, which then would automatically take affect. The council opted to schedule a special meeting on December 10, 2009, at 6:30 p.m. to act on the matter. This would give the parties the opportunity to submit additional information on the council's issues, a week prior to that date. Resolution 2009-K, adopting the 2009 Natural Hazard Pre-disaster Mitigation Plan, was approved unanimously by the council. It adopts the most current version of the hazard plan, and would allow the city to receive federal funds if a disaster occurs. Ordinance 2009-12 adopting policies and procedures for rental and use of municipal property was unanimously approved by the council. It regulates the use of municipal property to promote the efficiency and availability of municipal property to be used only by the city, and to prevent property loss, manage quality, prevent damage or destruction for and protect against unlawful use of municipal property. 167 |
