Show Marriott-Slaterville City History May 2009 Unusually rainy weather during May delayed some gardening, but plants and grass already in place appreciated the precipitation which came quite regularly and brought a healthy green to our surroundings. Gardeners also were grateful that less watering was necessary. The water conserved helps the outlook for the coming hot and dry season we expect to see. The Central Weber Sewer has closed 2800 West at Pioneer Road for several months for replacement of its main outfall to the Weber River. Pioneer Road will be open but under construction for much of the summer. Because of the council's concern, Cory Duncan, of MWH, met with the council to answer questions about the traffic control plan for construction by the Central Weber Sewer. Councilman Kim Slater asked why the road at 2800 West must be closed for four months for the construction of the pipe line. Mr. Duncan explained that it is not a pipe line, but two cast-in-place 12' by 4* boxes, which are poured in place, with the need of time for the concrete to cure. Mr. Slater inquired why it was poured in place, instead of laying already made pipe. Mr. Duncan said on this project, the pipe has to be placed deeper than usual in the ground, and needs pouring in place to withstand the weight of the dirt and hydrology. The construction is on time. City Administrator Bill Morris asked Mr. Duncan to take care of a complaint from Mr. Brent Butler about the pounding which occurs. Mr. Duncan was unaware of the complaint; the only one he had received was from a resident who had his driveway blocked, and that situation was resolved. Mr. Duncan further stated that any resident with a problem concerning the project should contact him to address the problem. Mr. Slater requested that they park the equipment off the road when not working, so residents will not have to detour around them to access 2800 West. President Dennis Ilium said he has had problems accessing farmland property on 2800 West with farm equipment. He used his own backhoe to move dirt to be able to enter, but the dirt has been moved back. Mr. Duncan agreed to look into the problem. Mr. Alan Steed, developer, met with the council concerning final approval of the Slaterville Commercial Subdivision, 700 North 2000 West, consisting of 11 lots. The property is zoned C-3P, and the proposed use conforms to the General Plan. Some items on the engineer memo on the lot have been resolved, but information has not been updated as the City Engineer has been ill. Mr. Morris said most of the items have been taken care of, but some, including water for landscaping, still need to be addressed. Mr. Steed requested approval at this meeting as he has people interested in purchasing the property. The council unanimously granted final approval for the subdivision, subject to compliance with the City Engineer's memo, final UDOT access letter, approval letter from Bona Vista Water District, and other recommendations. After discussion on the approval of storage units as part of the retail proposal, Mr. Steed was advised that the council will consider an amendment to allow storage units on the property, if a proposed grocery store commits to the project. In the February council meeting, action on Ordinance 2009-07, amending the land use ordinance limiting cash advance establishments, was tabled, pending any state legislation on the subject. No final action was taken by the legislature. Harrisville and Washington Terrace have approved a similar provision, based on this model recommended by WACOG. After discussion, and voice roll call, Ordinance 2009-07, setting limits on cash advance establishments was unanimously approved. When the two parks in the community were donated to the city by the L.D.S. Church, there was a gentlemen's agreement that these parks would always remain as perpetual parks. Ordinance 2009-08, establishes a municipal conservation program that will allow certain properly in the city, including the parks, to remain as undeveloped or parks. This better preserves the commitments made if the council or administration changes. Ordinance 2009-08 was approved unanimously. The subdivider of the Deru Minor Subdivision proposed changes to lot lines, which requires an ordinance vacating the original subdivision and adopting the first amendment.
