Staff recommended approval, but the Planning Commission recommended denial. The developer proposed to amend the A-1 zone to allow R. According to a memorandum from the City Engineer, several matters still need to be resolved, including an issue with IFA, a pressurized irrigation system, access to 1200 West, and final inspection of the IRS Building.
