Dolores Slater was approved as a poll worker for the 2009 Municipal Election on November 3, 2009. Early voting began on Tuesday, October 20, and ended October 30, 2009, at the City Office, from 9:00 a.m. to 5:00 p.m. City Administrator Bill Morris reviewed the projects within the 2009-2010 Capital Improvement Plan, pointing out that most of the completed projects were done with grant funds. The 2009-2010 Capital Improvement Plan was approved unanimously by the council. The findings of the 2009 Report Update of the Moderate Income Housing Plan were reviewed by the staff, and discussed by the council. The report was approved by the council with all voting in favor. Ordinance 2009-11, changing sewer rates for commercial and manufacturing from a flat rate to ERU (equivalent residential unit) based rate structure, was discussed by the council and approved, with the direction for Mr. Morris to carry out the change. Mr. Morris briefly reviewed the 400 North Reconstruction, the Halloween Trunk-or-Treat, October 31, 2009, and the Sleepy Millcreek Hollow activities, for the information of council members. Councilman Kim Slater said the existing lines on the freeway entrance at 400 North and 1-15 are confusing. Staff has made a request to have the problem resolved. President Dennis Ilium said we should thank the Mosquito Abatement for the good job they have done this year, spraying more often since they purchased their own airplane. There have bee no human cases of West Nile Virus in Weber count; only one case involving a horse. Mr. Slater said there has been an excessive amount of gnats this year, but the Mosquito Abatement District does not have the mandate to address this problem. He feels the gnats are coming from the sewer district; possibly when they removed the trees at the sewer plant the gnats gathered at individual homes. He requested that Mayor Butler bring it up with the sewer district. Scott VanLeeuwen said that the Weber Fire District purchased a new fire engine and is trying to obtain ambulance service for this area as well. Councilman Delbert Hodson commented on how nice the new fence at the Marriott Park looks. When Mike Hunsaker finishes the project he is working on there, the gate will be kept locked. Marilyn Draper acted as secretary for the Council Meeting in October, during the absence of Becky Burt, and her services were greatly appreciated. Bits and Pieces Terrence Bourke Sadler died on October 13, 2009, at the age of 78. James D.Syme died on October 16, 2009, at the age of 76. A local Halloween event was the Sleepy Millcreek Hollow at 3109 W. Pioneer Road. The festival ran on October 8-10 and 15-17, from six to nine p.m. One could stroll Hawkhurst Village for artisans and crafts, listen to spine-tingling stories at the Spooky Forge (beginning at 7:30 p.m.), see the scarecrows, or even brave the Trail of Terror.
