Show Marriott-Slaterville History December 2009 recommended the council adopt these findings. He also reviewed the city's ordinance for the creation of an agriculture protection. The effect of such an area is that the city will not prosecute complaints under the municipal code relating to the agricultural operation. It allows for civil nuisance proceedings by private parties. The city could be sued for being arbitrary and capricious in its application of the law, if the application is turned down, unless there is a reason that distinguishes this application is in violation of the law. After thorough discussion, the council unanimously approved the Agriculture Protection Area along with the findings of facts outlined therein. Councilman Kim Slater eloquently suggested that the residents work together to peacefully resolve neighborhood issues; to get along and watch out for each other. Fighting does not accomplish anything constructive. Resolution 2009-L, extending the current interlocal agreement for animal service with Weber County, was approved unanimously, retroactive to June 30, 2009. Weber County has indicated it intends to close the Weber Justice Court, possibly as soon as April 2010. Mr. Morris has met with Farr West and Plain City officials to discuss possibly combining our North Sheriff Precinct into a North Precinct court. He briefly explained some of the different ideas being discussed. Getting the western unincorporated areas of Weber County to be part of a North Precinct court could be of value. Mayor Keith Butler attended and spoke at the ribbon-cutting ceremony at the new IRS Building, 1125 West 12th Street, 0n December 10, 2009. Approximately 1,000 people were in attendance. Known as the Dossier Building, the facility will store business tax returns. Already 66,000 boxes containing 6 million files have been moved there. Trent Meyerhoffer has contracted with the State Fish and Wildlife to trap and relocate beavers which have been causing problems in the irrigation ditches. Councilman Kim Slater suggested that the Deputy Sheriff walk outside when a heated council meeting is held, as there were words exchanged in the parking lot following the November Council Meeting. At the regularly scheduled City Council Meeting held on Thursday, December 17, 2009, the Council unanimously approved Mayor Keith Butler's appointments to the Planning Commission: Les Syme, Kent Scofield, and Maurice Parker, with Sherry Morris and Will Holley as alternates. Mayor Butler was approved to serve on Bona Vista Water and the Central Weber Sewer, and Scott VanLeeuwen on the Weber Fire District. Jamie Weeks from the Weber State Stuart Library at Weber State University reported to the council on our community history work with which she has been involved. Originally it was proposed that Weber State University would digitize the city history and transcribe the community history at a cost of $10,000.00, with a state grant and the city each paying half of this cost. Subsequently, the city was denied the state grant. Weber State felt that the city's collection was so important that Mrs. Weeks met with Mayor Keith Butler and City Administrator Bill Morris and proposed that they would do all the work for $2,500.00. It took two Weber State staff members six months to complete the work. She said the work was a joy to complete for her staff and is a very entertaining and impressive history. She presented the collection of DVDs and transcriptions to the city council. All individuals who were interviewed and video taped concerning their histories and memories, were each given a DVD and copy of their transcribed history. The collection was received by the council with sincere thanks. Mayor Keith Butler presented the annual community awards as follows. The H. Orvil Holley Youth Leadership Award was presented to Kylee Fuller, nominated by Dixie Holmes. 171 |
