The site could pose dangers to a wide range of wildlife, some of it threatened, and environmentalists say industrial development will have effects that even the best analysts cannot predict. In the face of not knowing, they say, it is best to move very carefully, if at all. Don Paul, a former avian biologist for the Division of Wildlife Resources and now a private consultant, said in December that GSL's proposal is part of a disturbing trend. "The lake is just suffering death by a thousand cuts." He compared the lake to a diamond for its values as an ecological resource, a widely changing habitat that shifts and responds to changing conditions, "whereas, to use the same analogy, those who live around it that do not un derstand it see it as coal as opposed to a diamond." GSL filed the original application in 2007. The new application includes 31,000 acres of the earlier permit application, a separate 6,000-acre lease on the west side of the lake and 38,000 acres on the northwest arm of the lake. The leases on the northwest arm of the lake are part of a trade with the state, which agreed to let GSL lease that land in exchange for the company's giving up 30,000 acres of undeveloped leases it has held since 1967 that surround the tip of Promontory Point. The U.S. Army Corps of Engineers will hold meetings on the proposed expansion to let the public view displays, meet project representatives, ask questions and learn about the proposed project. This will also be an opportunity to provide written and verbal comments on the expansion to aid the Corps with the preparation of the environmental impact statement.
