Show since that is already the name of another subdivision. The name was changed to Morris /Meadows because it was originally settled by the Morris family. At the November 21, 2013, City Council Meeting Mr. Morris noted that numerous residents attended the Planning Commission meeting on this subdivision, with the top concerns including irrigation, and adding curb, gutter, and sidewalk in the subdivision. Staff discussed the proposed community mailbox at the entrance of the subdivision, piping of the irrigation ditch, the pressurized irrigation system, drainage, and 7 acres of open space for a possible future cemetery. There is no property tax proposed to fund a cemetery. The use of the 7 acres will remain open space and be farmed under a lease to help fund the special district. Mr. Morris said another concern with residents was the Covenants, Conditions, and Restrictions (CC&Rs) for the lots. He had received a copy and briefly reviewed these with the council, noting they are similar to Spencer Farms Subdivision. Chris Breinholt, City Engineer, reviewed the memo from his office, noting issues related to the right-of-way on 700 South which needs to be addressed. Councilman Kim Slater expressed concern about access to the irrigation ditch for existing users. He suggested individual turnouts. A discussion on irrigation ensued. The developer's engineer Indicated that they will pipe the ditch and put in new headgates for users. Mr. Slater suggested that the developer keep residents informed about how the ditch will be changed and accessed for water. The ditch will be piped from 700 South to 1900 West. Gerald Bischoff, resident, said he is not opposed to the subdivision, but is concerned about the ditch being piped and how it will affect his irrigation. The developer desires to start as soon as possible. After discussion, preliminary and final approval for Morris Meadows Subdivision was given by the Council, subject to the Planning Commission recommendation, individual ditch turnouts for users, staff requirements, city engineer requirements, and any agency requirements. Voting was unanimous in favor. Mr. Morris said the developer is required to annex Morris Meadows Subdivision into the Pioneer Special Service District, which manages the pressurized secondary irrigation system. Approval for this annexation was passed unanimously. Sheriff Terry Thompson attended the September 19, 2013, Council Meeting and gave them an update on the property involving the Tear-a-Part Company, and said that he was not aware that this company was going into that property. He wants that property to expand the jail complex, and Is under a contract with the land owner. He has met with realtor Norm George who showed him some other properties, including the property to the north of the complex. Mr. George is writing up a contract to see if this property will serve for the complex. President Dennis Illum said that the land is prime business land for the City and has been zoned for that. The City has worked to bring in a business which pays sales tax needed for the city. He feels that if the sheriff's office buys this property, he would like them to reimburse the City for the revenue the City loses. After further discussion, the problem was unresolved--the City and Sheriff Thompson agreed to disagree. The problem was later resolved with the trading of land packages. Elections Lynda Wangsgard from the Weber County Library gave a presentation at the Counci! Meeting on May 16, 2013, about the bond election on June 25, 2013, for the main library reconstruction and other improvements with the system. Residents were reminded of the Weber County Library bond Election in June, where voting would be by mail. 12 |
