Show Marriott-Slaterville Monthly History April 2013 Some days we wondered if Spring was going to come to our community this year. The Pioneer Post for April 2013, encouraged us to believe it will, as they asked for volunteers to help in the Community Garden behind the City offices. A feature headed "Community Helpers are Nice" thanked last fall's helpers, and requested any and all to help get the garden ready for spring. Strong helpers are needed to spread mulch in May. Beautiful parks and gardens require a lot of work, but add so much to our community. The spring clean-up was very successful, with dumpsters placed at both the Marriott Park and the Slaterville Park for April 20-21, 2013. Thanks to the city and the garbage service for this great service. At the April 18, 2013, City Council Meeting, business licenses were approved for: Little Weber Farms, LLC, (IFA) 1069 W. 12th Street, produce. Road Runners Lawn Care. 1670 West 700 South, lawn care. City Administrator Bill Morris advised that the Weber County Clerk's Office has approached the city concerning a contract with them for certain election services for this year's coming elections. The city uses paper ballots, the county will be electronic. Costs are roughly the same. He anticipates a 15% turnout for this election, for two council seats and the mayoral office. Resolution 2013-A, entering an Interlocal Agreement with Weber County for Municipal Election Services was adopted unanimously. Resolution 2013-B, adopting a development agreement with IHC was discussed. Mr. Morris and Trent Meyerhoffer declared a conflict of interest on this item and left the meeting. Mr. Duncan Murray acted as substitute staff and counsel. He explained the operative terms of the proposed development agreement, which the Planning Commission recommends for approval. Intermountain Health Care (IHC) proposes to locate a hospital on 400 North some 8-15 years in the future. The Resolution authorizes the Mayor to negotiate and finalize a Development Agreement with IHC. It covers the purchase of Mulligans Golf Course by IHC, future planning and zoning, the use and development of the land, and the continuation of the secondary water system on the golf course for the benefit of the city. The City has used secondary water from the golf course starting about 2006. In June 2009, J-U-B Engineers were retained by the City to prepare a Secondary Water Feasibility Study to expand that secondary water service. This study shows that the golf course reservoir can serve approximately one-third of the City's secondary water needs. The City has been unsuccessful in finding funds to purchase the reservoirs. The golf course has had financial struggles. As such, the City risks losing its secondary water source and its investment in the system. Two plans have been examined by the City Council. Plan 1 would entail the city seeking a $7 million bond through Zions Bank to acquire the golf course. The Bank made a presentation on this option as invited by the council. The City Council prefers that the city avoid going into debt and keeping the golf course private. Plan 2 would assist IHC in acquiring the golf course in exchange for continued use and operation of the secondary water system, and keeping the facility private with expertise of certain staff affiliated with the golf course. It avoids the city going into debt. Mr. Tom Uriona, representing IHC, advised that IHC is constantly looking for property as communities grow in order to secure sites for future health care facilities. A large site is needed to allow for expansion. IHC is now looking in the northern part of this county to serve growth of the community. The great interstate access at the 113 |
