Show Mr. Trent Meyerhoffer asked the council to support Option 2, as that would help staff and better serve the public in use of the park. Resolution 2013-D amending the park reservation policy and adopting Option 2 as the new policy, and further that the parking area is not reserved, that the bowery reservations will apply to each park, and that the effective date will be January 1, 2014, in order not to conflict with currently scheduled reservations for this year. Nothing prohibits weddings, but the reservation just applies to the bowery, and reservations are to be made by individuals. Resolution 2013-D was adopted unanimously on May 16, 2013.. At the June 20, 2013, City Council Meeting, Mr. Blake Parker, attorney for Mr. Harris, a Farr West property owner, reported Mr. Harris proposed to construct 1800 West from 400 North into Farr West, in order to access his property. The road would be constructed at no expense to the City. It would be built to city standards, with an 80 foot right-of-way to accommodate commercial traffic. Mr. Frank Blair gave an easement at no charge, in exchange for the road being constructed through his property at no cost. Road dedication fees need to be worked out with Mr. Blair and Mr. Parker. Any stop light at the intersection would be paid for by the City and that cost should be included in the Impact fees. Presently there Is no agreement with Farr West City for the cost of the road and the future businesses. Mr. Parker hopes construction would be underway as soon as possible. After further discussion, Resolution 2013-E, authorizing the mayor to execute the documents for the design and construction of 1800 West Street was approve unanimously. Resolution 2013-F entering into an Interlocal agreement with Weber County and other cities for certain storm water services was passed unanimously on June 20, 2013. The storm water coalition will oversee this agreement. At the May 16, 2013, meeting, Mr. Morris presented the tentative budget for the Pioneer Special District for the year ending June 30, 2013. The District includes irrigation at three subdivisions using the pressurized secondary water and other services. The total projected Fiscal Year 2012-13 budget revenue and expenditures is about $40,000. The money Is collected from users for the subdivisions within the District, with expenses primarily from operating the secondary water system. The FY 2012-13 tentative budget for the Pioneer Special District, and setting a public hearing for June 20, 2013, on the final budget was approved unanimously. The line-by-line proposed FY 2012-13 amended budget of about $1,254,609 for the City, was discussed and passed unanimously by the Council, with a hearing set for June 20, 2013. The Council discussed the adoption of the tentative FY 2013-14 budget, reviewing it line-by-line, in the amount of total revenue and expenditure of about $987,085. No tax changes are proposed. The FY 2013-14 tentative budget, with a public hearing on the final budget set for June 20, 2013, was passed with al! in favor. Three public hearings were held In conjunction with the City Council Meeting on June 20, 2013, involving Resolution 2013-G, for the adoption of FY 2013-14 final budget for the Pioneer Special District; Resolution 2013-H, adoption of FY 2012-13 amended budget, and Resolution 2013-1 for the adoption of FY 2013-14 final budget. No public comments were given at any of the three public hearings. Resolution 2013-G, Resolution 2013-H, and Resolution 2013-1 were passed unanimously. President Dennis Illum advised that the Utah State legislature changed the amount of the fund balance limit from 18% to 24%. City Administrator Bill Morris emphasized that the city has never imposed a property tax for the 14 years of the city's history, and acknowledged Mayor Keith Butler's hard work on the budgets. Resolution 2013-J, approving a temporary easement for the Centra! Weber Sewer District for sewer line construction was discussed by the City Council at the August 15, 2013, meeting. This would allow the installation of one or more main sewer outfall lines and related facilities. This second trunk line would help carry sewage to the plant for cities that flow in this direction, and would take the load off the sewer line on 400 North. This line is at capacity and a new line would decrease the possibility of sewer backup for some residents 8 |
