Show The CDBG money must be spent on projects benefitting primarily low and moderate-income perso ns. The Wasatch Front Regional Council, of which our City Is a member, is expecting to receive approximately $1,000,000.00 for the 2014 program year. All eligible activities that can be accomplished under this program are listed in the CDBG Application Policies and Procedures Manual which can be reviewed at the City office during business hours. Eligible activities include examples such as construction of public works and facilities, water and sewer lines, fire stations, acquisition of real property, and provisions of public services such as food banks or homeless shelters. Also eligible are loan programs for private businesses which would hire low Income persons. It can also pay for housing rehabilitation for low income homeowners or for persons owning rental housing for lower Income persons. City Administration said in the past our City has received $198,000.00 for infrastructure improvements, another grant for the senior center, and a grant for slum/blight clean-up and river enhancement project on 1700 South Street. The City has adopted and has available Its Capita! investment Plan (CIP) which is part of the regional "Consolidated Plan". The list shows projects the city has identified as needed in the community. Bill Morris advised that this is the City's "wish list," with most Items completed, such as Quail Meadows, Heritage Park.and irrigation improvements. Mr. Morris briefly discussed the completed projects, and then the one-year projects, estimates and priority. The five to ten year projects, summary and cost were then explained. Mr. Morris said the purpose of this Plan is to identify municipal capital projects needed within the corporate limited Marriott-Slaterville City. It will serve to provide Information on completed, planned, and proposed municipal capital projects, and as an aid to seek grants and other appropriate funding to complete such projects. The projects noted in this Plan may be integrated into the 2013-2014 Weber County Consolidated Plan. At the conclusion of the presentation and discussion, the Council voted unanimously to adopt the 2013- 14 Capita! Investments Plan. Land Issues A public hearing was held on February 21, 2013, on a trade of Parcel Number 150610011 (retaining a 50 foot easement from the high mark on the Weber River for storm water, recreation, and public access) for Parcel Number 150610044. Mr. Morris presented the proposed land trade. Mr. Moulding donated various parcels of land to the City. This property is in the flood zone and cannot be used for anything. One 5 acre parcel is owned by the City and the other by Mr. Moulding. It was proposed to swap these parcels because Mr. Moulding could use the City-owned parcel for a crushing operation, and the City needs the Moulding parcel for expanding the river trail. A plat map was displayed. No public comment was offered during the public hearing. After the public hearing was closed and the public meeting re-opened, the proposed trade was discussed briefly. The City will reserve a public access easement over the parcel that is being traded. The trade was approved unanimously. Action on Gerald Hoth's Townhouse Estates Phase 3, amending Lots 31 P., 32R and 33R, and plan extension at 1119 South 1200 West was discussed at the April 18, 2013 Council Meeting. It adjusts lines, corrects plat errors, renumbers lots and Identifies additional common area. After discussion, the proposed changes were approved with all in favor. A Planning Commission Meeting was held on Tuesday, November 19, 2013, at 7:00 p.m. Items discussed Included the 2014 meeting schedule. Three public hearings were held for: (1) an application for zoning map amendment and plan site amendment by Conrock, 1351 South 1900 West by Conrock; (2) approval for the DeVries 19 lot Subdivision at 1850 West 700 South, and (3) Genera! Plan and Zoning amendments. The Planning Commission recommended the preliminary and final approval for a subdivision by the DeVries family for 19 lots at 1850 West 700 South. The property is zoned RE-20 for the frontage lots and the remainder is zoned A-1. Regency Excavation, the developer, proposes a subdivision for a total of 19 lots on 17.45 acres, and presented a subdivision plat. It was originally named Mill Creek, but It had to be changed 11 |
