Resolution 2012-M adopts an Equal Employment Opportunity (EEO) Statement which is required for the city to be eligible for certain grants and federal funds. The resolution passed unanimously on June 21, 2012. Resolution 2012-N, designating the City Administrator as an Environmental Certifying Officer in order to obtain CDBG funds, was approved by the City Council on September 20, 2012.1. This will apply to all federal program funds where required. He will certify environmental documents for federal program. On September 20, 2012, Captain Earl Simmons, Utah National Guard, gave a slide presentation from the National Guard on the Community Covenant Program. This program helps service members, veterans, and their families. The goal is to have each city and town in Utah hold a Community Covenant Signing Ceremony. The city is asked to designate a military liaison to help with this program. The council approved Resolution 2012-0 supporting the Community Covenant program. This will recognize the commitment and sacrifices that military personnel and their families make in our community, by joining the Community Covenant Program. City Administrator Bill Morris will be the designated liaison for the city until the mayor designates another. Earnest Rowley, County Surveyor, advised that the state law was changed to add UCA 17-23-1 (3)(a)(vii) that included in the duties of the county surveyor to administer city monument preservation activities. This interlocal agreement gives the county surveyor's office permission to enter the city and maintain city survey monuments, which is a statutory responsibility of that office. Monuments can be costly to replace, if destroyed, or a survey has to be reconstructed. The monuments can be put in a GPS system which would help locate the monuments in the future. The county monument program is tied into the Blue Stakes System. There is no charge to the city from the county, however, there might be a fee charged development that requires or affects a monument. Mr. Rowley said the county charges a fee when a developer comes to the county, and this money is held in escrow to cover the cost of the monuments. The agreement expires at the end of his term. Councilman Scott VanLeeuwen asked about the accuracy of the GPS system compared to the original. Mr. Rowley replied that there are problems with original monuments being off, and they do the best they can to alleviate the situation. After discussion, the council voted unanimously to approve Resolution 2012-P, Interlocal Agreement with Weber County for Survey Monuments, on September 20, 2012. Finances and Money A matter of monetary concern arose early in 2012. At the February 16, 2012, City Council Meeting, Sheriff Terry Thompson, Chief Clint Anderson, Undersheriff Kevin McCloud, Stephanie Ebert, and Mark Lowther representing the Weber County Sheriff's Department, met with the Council. Sheriff Thompson gave a presentation on the status of the law enforcement city contracts. The county wanted to increase the cost of service to the eight cities which have contractual law enforcement services provided by the Sheriff's Office. He said it was needed to fund its enforcement. The goal is to treat all taxpayers fairly, those in the cities as well as the unincorporated areas, while managing a more efficient and effective law enforcement agency. Chief Anderson continued explaining their proposal which would increase our city contract approximately $31,000. Weber County residents may see a decrease in their taxes as the increase is put on the city's burden. Councilman Kim Slater said he understood that the WCSO is to provide services county-wide regardless of the contract. Sheriff Thompson stated that this would be for emergency calls, like a crime in progress. If the city wants more than this service, the city would have to pay for it. On March 15, 2012, Mayor Butler advised the City Council that Sheriff Terry Thompson brought a letter to the city changing the contract deadline from March 31, 2012, to August 31,2012. The city proposes to extend the contract starting July 1, 2012, through 2013. The city now pays $190,000.00 and the extension increase is to $195,000.00. 7 |
