Flock 'n Paws was granted a conditional use permit by the Planning Commission, on April 17, 2012. Theyhave seven acres of property and meet the minimum requirements. The permit allows only nine dogs in the kennel at a time, but they might have more than nine dogs during training classes. The complaint process tor kennels was discussed. In answer to Councilman Scott VanLeeuwen's question, staff explained that day care businesses must be licensed by the state; pre-schools are not. Both must obtain a conditional use permit from the Planning Commission. Aaron Eapley from Holbrook Asphalt gave a presentation about a surface treatment to help preserve asphalt. It is a very thin (less than 1 /8 inch thick) surface treatment which extends the life and use of asphalt roads. Residents prefer this treatment versus chip seal as it is not as messy. It has a 5 year warranty. Holbrook Asphalt has used this procedure in municipalities since 2009, with very good results. Mr. VanLeeuwen asked how it holds up during winter. Mr. Eapley said it had been tested for several years, and holds up very well. Trent Meyerhoffer said the product is slightly cheaper than chip seal. President Dennis Illum was concerned about the sole source for the product. Staff and council discussed the possibility of using the product in the new subdivisions as a test. The council will discuss the proposal at the next meeting. There have been no changes on the law enforcement services since last month's meeting. Mayor Keith Butler has no information about what other mayors are doing. This will be taken off the agenda until further information is available. Activities and assignments tor the upcoming Fourth of July Celebration were discussed. Additional coordination will occur at the next meeting. The city was recently awarded about $200,000 in Community Development Block Grant (CDBG) funds for the completion of Quail Meadows/Heritage Park.
