The state late today authorized the city of Cleveland to issue 1,200,000 worth of delinquent tax bonds to help allay its relief crisis, and it was expected that more food could be made available within a few days for undernourished relief clients. LONDON, Dec. 6. The house of commons tonight voted approval of the governments conduct of the war, 303 to 125. The vote was against a labor motion criticizing the way the government was organizing the nations manpower and resources for the conflict.
