Measures Aim at War Emergencies Steps Cushion Effect Of Outbreak Special to The Tribune WASHINGTON, Sept. 9 Rapid fire developments in the nations capital followed the plunge of Great Britain and France into war with Germany. Most significant of the administrations actions during the week was the proclamation by the president of a state of limited emergency, a step which culminated a series of official decrees. Other developments: 1. Proclamation of this countrys neutrality. 2. President Roosevelt broadcasts appeal for national unity in crisis. 3. Embargo placed on shipment; of arms to belligerents. 4. Hugh R. Wilson, ambassador to Germany, resigns as protest against Hitler drive on Poland. 5. Drive launched to curb espionage, sabotage, subversive activity and neutrality violations. 6. White House plans ways to stop profiteering. 7. Panama Canal Zone placed under military rule. 8. Emergency steps taken to bolster army and navy. 9. Cabinet enlarged. Authorization for the war and navy departments to open vigorous recruiting drives was contained in White House instructions after the president had proclaimed a state of limited emergency. |
