WASHINGTON President Roosevelt calls congress to special session Sept. 21 on neutrality legislation; Ambassador Biddle reports German bombs fell within 300 yards of embassy in unprotected Polish village. BERLIN Germans report outlying Warsaw defenses are crumbling; Nazi attention turns toward southeastern drive toward Soviet frontier; recapture of hill on Saar front reported. BUDAPEST Warsaw radio says Germans attacking Warsaw have been pushed back six miles; warns of German suicide corps dropping by parachute behind Polish lines. PARIS German French artillery duel reported on western front; French say they have reached Saarbruecken outskirts in German Saarland. BUCHAREST United States embassy in Poland reports all well after flight from Warsaw to headquarters near Soviet frontier.
