Show Marriott-Slaterville History February 2011 Staff in our city is concerned that mandated recycling could result in some residents switching back to another provider. That is not allowed under the current exclusive franchise with Waste Management. Residents who now have two cans may be able to eliminate the need for their second can by using the recycling can, which would save them money. Human and ecological environment is improved by recycling. Mr. Morris suggested a garbage committee be formed to explore a recycling program. They would work with Lance at Waste Management for the latest information, cost, and impact of a program. They could meet with other communities to learn more detail about their programs. They could host a series of public hearings on a recycling program, with other communities invited to speak at them. The committee would present the public hearing results, as well as recommendations, to the City Council. If the result is favorable, they would solicit a majority (or super majority) of residents participating with Waste Management to sign a petition for a recycling program. Councilman Scott VanLeeuwen asked if it was possible to poll residents up front to see how many were for or against recycling, before other action. Mr. Morris said it would be necessary to have a committee and provide public meetings. President Dennis Ilium does not feel that recycling should be mandated, and that residents who want to recycle already do so. Mayor Keith Butler suggested alternatives for residents such as possibly placing recycling bins at the parks for them to use. Mr. VanLeeuwen also expressed concern about mandating recycling. The Council agreed to have staff get a committee to look into recycling, by a vote of 3 to 1 in favor. Mr. Morris presented the bids that the city has received about upgrading the audio/visual system, and suggested that more bids should be sought, and the results brought to the council later. The council discussed Resolution 2011-C approving an interlocal agreement with the Utah Local Government Trust, designating the Trust as the general insurance provider for the Pioneer Special Service District. This policy is to cover only that district, and will be independent from the city's policy. Mr. VanLeeuwen asked if this coverage should be put out to bid. Staff is confident with the ULGT as its insurance provider. The policy will be handled each year. The resolution was adopted unanimously. A meeting with UDOT was held at the city office on February 2, 2011, to discuss the three alternatives UDOT proposes for the West Davis Corridor. UDOT has requested a position letter. Alternative C is not acceptable to the city leadership as it potentially may strain local roads and bisect the community. The city's order of preference is Alternative A, B and C. Different stakeholders have pros and cons for 5100 West. Some prefer it because it is the boundary between several communities who do not want to be bisected. WACOG prefers 5100 West. Some like 4700 West as it is already a state road. The WFRC long range plan is still in place for the area north of 4000 South and is different from the WDC environmental study. The City Council is concerned as they want to be sure they accurately represent the needs of their citizens. Mayor Butler said plans have already changed since the meeting with UDOT and 4700 West is on the agenda to be widened. Staff was directed to prepare the position letter to DEIS as discussed, with 4700 West as primary, 5100 West as secondary, and Alternative C. eliminated entirely. Residents were encouraged to participate in open houses and to comment on the study. A bid is being prepared for the resurface of Pioneer Road with a 1" overlay and chip seal. The Sewer District will pay for the project for its impact on the road during their reconstruction. Mayor Keith Butler thanked Mr. Morris for his work in getting the RAMP grant for the trail work. Mr. VanLeeuwen said several people thanked him for the city obtaining the grant. 156 |
