The uncertainty in the economy from last year is expected to spill over into 2011. However, our community continues to do well. Our annual independent audit was recently completed, again showing a modest surplus. Furthermore, no tax increase from the City is anticipated this year, but I also continue to stress frugality in our operations. If the truth be told, I anticipate that 2011 may be even bleaker than 2010. Keep in mind that although the City will likely not increase its fees this year, there will be fee increases for Bona Vista and Central Weber Sewer District users. The Sewer District is increasing its user fee for residents in the City from $ 15.80 to $ 18.17 effective July 1,2011. Sewer rates had been proposed to increase even higher, but I was able to negotiate a reduction in the amount of the increase for our community. The rate increases for sewer treatment result from the district being required to meet unfunded federal EPA mandates for sewage varment. Bona Vista Water District has also increased water rates, starting on January 1, 2011. Water rate increases are needed to offset costs from replacement of aging infrastructure. If you have more specific questions regarding these rate increases, call these special service districts. Let me clarify an issue in the City regarding pressurized secondary water. Pine View Water District does not provide pressurized secondary water service to our City. The City created the Pioneer Special Service District to provide this service to certain areas. This district is managed by a Board which operates under the direction of the City Council. No rate increases are expected in this district in 2011. The Pine View Water District typically charges a water assessments on property taxes. Residents in our community are not charged this water assessment on their property tax. Residents in this distinct are charged a monthly fee on the water bill to cover enhanced services, including pressurized secondary water. This fee is designed to be roughly equivalent to the water assessment imposed by Pine View Water District. As a result, residents in the district pay less in property taxes than residents in the Pine View Water District because our residents are billed monthly rather than an annual assessment. I am pleased to report that the 400 North Project is nearly complete. Landscaping and fmalization of the project will occur as soon as the weather permits. Unfortunately, a portion of the road has failed compaction tests, so the top 2.5 inches of phalt on at least the south half of the road will need to be entirely replaced this spring. However, in the long run the road will weather the elements better. Some other major projects completed last year included the resurfacing of 1200 West between 1200 South and 900 North, and completion of playground and irrigation improvements at Marriott Park. This year, our community is partnering with West Haven and Weber Pathways to seek grant funds for the installation of our river bridge on 17th Street and extension of the river parkway to 1900 West. A number of residents and recreation enthusiasts have requested bridge installations and trail extension. Keep your hopes alive that we are able to obtain the necessary grant funds for this project. We have some outstanding residents in our community that were recognized at the annual awards meeting. The Good Neighbor Award was presented to the Les Olsen Company, Kent & Carolyn Robinson, Shirley Hurlburt, and Merlene Gilbert. The H. Orvil Holley Youth Leadership Award was presented to Hannah Brandley. The Elna Lucas Community History and Culture Award was presented to Jay Butler and Lynette Deru. The Darrell Mecham Outstanding Community Service Award was presented to DeAnn Hufstetler and Carolyn Deru. I appreciate how our City unites together. Our activities last year were tremendously popular and successful. Our volunteers in the City planted over 160 trees at our parks this summer. Our taxes are lower because of our volunteers and our staff. Our staff works hard to secure grants and other funds to make great improvements in the community. I wish each of you a happy and prosperous new year in 2011. May each of you find a way to help a neighbor and also help make this place a great place to live.
