Show licensed drivers/operators, and with insurance, to be operated on city roads. Liability may not be imposed on the city relating to the designation or maintenance of any street open for such use. City roads are specified on the base map, and the ordinance applies only to city roads, not state roads. Resolutions Resolution 2011 -A: A need for a credit card use policy for the City was addressed by this Resolution. It was needed to accommodate use in municipal transactions, and to recoup service charge costs. Staff is authorized to refuse transaction service to any customer offering a credit card if they have any reason to believe that such transaction may not be honored by the credit card company, for lack of proper identification of the customer, or if it involves an excessive amount of money. A 3% transaction fee is proposed on all municipal credit card transactions, to recoup costs incurred by the City in offering this service to customers. It will be computer based so transactions are made over the Internet. Business license renewals and facility reservations are the most requested transactions for credit cards. Resolution 2011-A was adopted unanimously. Resolution 2011-B: Gene Bingham, Chair of the Weber County Storm Water Coalition, was available at the February 2011 City Council meeting to answer questions about the Storm Water Management Plan. City Administrator Bill Morris presented the updated plan prepared by Jones & Associates Consulting Engineers. A plan is required as part of the state permit. The new plan also addresses how the city manages development in relation to storm water. Certain new business development may be required to sign a storm water agreement with the city, that they will maintain and operate private storm water facilities. Existing businesses are grandfathered. Mr. Bingham said such plans need to be changed with time. The Council adopted Resolution 2011-B, updating the Storm Water Management Plan by unanimous vote. Resolution 2011-C approving an Interlocal Agreement with the Utah Local Government Trust, designating the Trust as the general insurance provider for the Pioneer Special Service District was unanimously approved by the council at the February meeting.. This policy is to cover only that district, and will be independent from the city's policy. Councilman Scott VanLeeuwen asked if this coverage should be put out to bid. Staff is confident with the ULGT as its insurance provider. The policy will be handled each year. Resolution 2011-D, adopting the renewal of an Interlocal Agreement with Weber County for road maintenance services, was adopted unanimously by the Council, at the March 17, 2011, meeting. Resolution 2011-E: An Interlocal Agreement with Weber County for Law Enforcement Services, was approved unanimously at the May 19, 2011, Meeting. Chief Clint Anderson of the Weber County Sheriff's Office explained the proposed new contract. The city already has an Interlocal Agreement, with the renewal of this contract at $190,927 for FY 2011-12, with annual increases. Resolution 2011-F, an Interlocal Agreement with Weber County for Elections which would provide electronic voting machines by the county., was approved unanimously at the June 16, 2011, meeting. The city will still need to handle some of the supplies, may handle the election judges, and will be responsible to handle election disputes. Resolutions 2011-G, H, and I, dealing with budgets were adopted unanimously by the City Council at the June 16, 2011, City Council Meeting. Money Matters, below, gives further information. Resolution 2011 -G for the final budget for the Pioneer Special Service District was approved unanimously. Resolution 2011-H adopting the FY 2010-11 amended city budget was approved unanimously by the council. |
