This study was prompted by the efforts of local legislators who had become aware of the educational lag between local school districts and those school districts that were adjacent to graduate programs for teachers. “Surveys show there are fewer teachers in the public schools in the Ogden/Weber area who have additional graduate work than in the neighboring areas of Salt Lake, Provo and Logan,” said Representative Roger Rawson. ‘We felt it essential for WSC to offer a limited graduate program so that advanced training can be made more available for local educators within our academic community.” Representatives Roger Rawson, Ronald Halverson and John Ulibarri began the process of taking legislative action to give WSC a role in providing graduate training to local teachers. In the process of that action it was decided it would be better for a study to be made by the Board of Regents preceding legislative action. The original bill was withdrawn and in its place was substituted a resolution stating ‘‘the legislature of the State of Utah supports a thorough and complete study of the possibility of establishing a limited master’s degree program at WSC.” Initially a study was undertaken while the legislature was in session. It was concluded, however, that a more complete study was needed and the Board of Regents decided the study should be conducted by the Curriculum and Roles Committee. Five members comprise the committee but the entire board can attend, have a voice and vote. “Four meetings have been held to date, with five more meetings scheduled June through August, resulting in a final report to be presented to the legislature in September,’’ said Dr. Joseph L.
